Group Insurance Commission ("GIC")
The Commonwealth of Massachusetts Group Insurance Commission ("GIC") administers non-Medicare health insurance and other benefits for eligible state employees, retirees, and dependents. 
Benefits include:
  • Basic Life Insurance
  • Optional Life Insurance
  • Health Insurance
  • Long Term Disability
  • Flexible Spending Account
  • Employee Assistance Program (Mass4You)
Employees can find helpful information about choosing insurance plans by reading the GIC Benefits Guide, visiting the GIC Website, or contacting the insurance carriers directly for specific plan benefits.
 
Annual Enrollment
Employees have the option to enroll in or change health insurance plans during the annual enrollment period. The GIC annual enrollment dates are announced annually and take place in the Spring, typically during April. Flexible Spending Account (FSA) annual enrollment coincides with the GIC annual enrollment.
 
New Hire Enrollment
New hires have 21 days as of their date of hire to enroll in benefits. GIC health insurance benefits will begin on the first day of the month following 60 days or two full calendar months from the day you begin working the required hours for benefits.  Benefits enrollment can be completed through MyGICLink Member Benefits Portal. The GIC will send a welcome email after hiring with registration instructions. 
 
Qualifying Events
Changes to benefits are performed through the GIC Member Benefits Portal, GIC DocuSign Forms, or paper forms.
There are various qualifying events that allow employees to modify their benefits. The Qualifying Event Chart provides procedures and deadlines to enroll in or update GIC benefits within 60 days of a qualifying event. Enrollments, updates, and supporting documentation received after 60 days of the qualifying event will be denied and you must wait until the next Annual Enrollment to update your benefits.
